The To family ruled for approximately 340 years from the Kamakura Period (1185-1333 CE) to the end of the Muromachi Period (1333-1573 CE), and were a clan of warriors who also excelled in waka poetry. Notable is the 9th generation To Tsuneyori, considered the founder of the Kokin Denju.

Kokin Denju was a method by which a teacher conveyed knowledge to a pupil, such as an approach or stance to take towards waka, chiefly by communicating secret techniques revolving around the Kokin Wakashu, which was considered the canon of waka poetry. There was an emphasis on oral traditions that were communicated verbally and directly.

Starting in 1471, Tsuneyori conducted the Kokin Denju transmission of poetry techniques to Sogi, a renga poet. This exchange brought the enthusiasm of Tsuneyori, the teacher, and Sogi, the student, into full relief.

The Kokin Wakashu Picture Scroll concludes with a scene of Tsuneyori passing down to Sogi the Kokin Denju techniques, with Sogi taking this knowledge and departing on horseback.
The text in kana calligraphy describes Tsuneyori stating,
This concludes the entirety of your Koki Denju training,
and shows the renga poem text penned by Tsuneyori and Sogi.
