The Tō Clan, who were previously military commanders in Shimōsa Province (now the northern part of Chiba Prefecture) came to Yamatochō, Gujō at the beginning of the Kamakura period (1185-1333). Recognized for achievements in the Jōkyū War (1221) fought between the Imperial Court and the shogunate military government, the third head, Taneyuki, was appointed to govern what is now Yamatochō. To put it in modern terms, it is like being transferred from company headquarters in the Kantō region to serve as branch manager in rural Gifu. At first, a stronghold (Achiba Castle) was set up about five kilometers north of here along the Nagara River, but the stronghold was later moved to this area. With Mount Shinowaki and a spread of level land for constructing a manor at its base, this area must have been considered a great location for a castle.
