The Tō Clan produced generations of renowned poets, and one of the most notable was its ninth leader, Tsuneyori. Carrying on the literary tradition of the Tō Clan, he eagerly learned from prominent poets of the medieval era, including Shōtetsu and Gyōkō. Tsuneyori was not only an extraordinarily talented waka poet, but he also mastered the study of waka poetry left by his predecessors through reading and analyzing their works.
He established himself as a student of the Kokin Wakashū (A Collection of Poems Ancient and Modern), the first imperial poetry anthology and arguably the most important collection ever produced in Japan. He also shared his knowledge of Kokin Wakashū poetry analysis with the poet Sōgi, an undisputed master of renga, a type of linked-verse poetry popular in the medieval era. This process of transmitting poetic knowledge is called Kokin Denju.
