The Tō Clan was part of the Chiba Clan, a powerful family that governed Shimōsa Province (now the northern part of Chiba Prefecture). Taneyori, the first head of the Tō Clan, was the sixth son of Chiba Tsunetane. He assisted Minamoto no Yoritomo (the founder of the Kamakura shogunate) in raising an army and gained the trust of the shogun. From then on, Yoritomo and Taneyori had a deep, personal relationship.
The Tō Clan excelled in both literary and military arts. Their literary talents blossomed through frequent participation in the poetry contests held by the shogun's family. At the time, waka poetry (a 31-syllable form of verse that was the most prominent in the premodern era) was very important politically, and military leaders and the imperial court often held poetry contests and gatherings. The second head of the Tō Clan, Shigetane, learned waka poetry in the style of Fujiwara no Teika. Teika is famous for the Ogura Hyakunin Isshu (an anthology of one hundred waka by one hundred poets). Shigetane laid the foundation for the Tō Clan to produce waka masters for generations.
